If you can't battle George, you have to finish the bell quest in johto first i think. I could fight George (and rewarded a furfrou) but i did the bell quest so idk if it's mandatory to finish it first or not.

New boss George is in Pewter Jail, close to Shamac boss ! Reward : Furfrou
