I found Charlie at the route north of the desert on the south sided rocky area and Ketoprak on Mt. Pyre on the right side near the tombstones.

What is the requirement to fight red Officer Jenny, because when I approched her, she said that I'm not mature enough to fight her. I have ~260h and done all regions.
