Is there a way to know how much time has elapsed between the last time you participated in the quest? :p
when you accept the mission, the cool down start. Maybe the Staff will add it in the future.

There are other TMs you can get beside shadow ball, I won't give too much information about that. Go find out your self.

you can do this after you finish fourth gym I think
