so talk to him first about the hm surf

victor is on route 19 in fuchsia just go down from the pc and u should head to a beach and victor will be there but u have to get surf from the last zone in the safari before he even tells u about teaching pikachu surf

only if you start with pikachu you can learn surf with it but if you catch other pikachus after you chose it as a starter you can also teach them but you have to wait a week every time you teach one surf
