  9. Mini boss Ho-oh cannot spawn

    I have battled the mini-boss mewtwo and lugia multiple times but never once has ho-oh spawned. (PS: i completed the legendary dog quest about 2 weeks ago where ho-oh spawned once, but haven't seen ho-oh spawn again since then). Am i missing something or Is this a bug ?
