It is possible to learn ice punch via move tutor, however you need a pokemon with rock climb to get access to the move tutor for the punch moves at route 41

Hello, PRO encounters problems with sending the activation emails to some providers, yahoo is one of those providers. Try to register an account with a gmail account.

Hello Chanack, if it really is a rollback you should be able to try the league again after 24 hours. Also you need to talk with Prof. Oak after the league, so meet him aswell.

As much as i know, the ice punch move tutor is on route 43. you need rock climb in order to reach that Tutor.
