The level are the same like in the original games. Also the Power spike isn't that huge, back in september/october there were lvl 60+ pokemon after olivine city quest. It was lowered to lvl 40+. Also my advise for johto: use the good rod and defeat water pokemon. they are certain levels higher than the wild grass pokemon.

First gym of Kanto is in pewter city, Viridian is the last gym. Also visit the school of viridian first to leave that location.

That's normal. you can't relearn any moves from Roselia, it's just like in the original games. you'll have to check if you got every move and than evolve next time.

I recommend to level up phantumb and if it can't learn anymore attacks (look at the pokedex for information) evolve it, after that check what attacks trevenant learns and go to a move relearner/level up more. Also check out the new egg move tutor, i'm sure there are much attacks to learn. Compare the tm/tutor moves that it can learn and are available here.
