Chance to capture a pokemon with a hidden ability in a wild is 5%. As for EVs, you can get them by battling wild pokemon as well as using irons, calciums and such.

What gender is it? It evolves from Ralts starting at level 20 and evolves into Gardevoir starting at level 30 or, if male, into Gallade when exposed to a Dawn Stone.

This was reported some time ago. As you stated the chance to encounter a wild pokemon in front of a trainer is somewhat low and in order to abuse it to skip trainer you need to rely solely on luck.
