I know you normally need to beat Lance inside Dragons Den,but i've been playing this game since 2015(iirc,if not 2016 for sure) and i have done that quest back in the day. I lvled up a lot of different pokemon in there. Now for some reason im not allowed to enter the CC and there is a Dragonite blocking my path in Dragons Den b1f. Now, some changes have been made regarding that quest. First you'll have to get the Dragon Medalion from the Dragon Club in Blackthorn City. You can do this by doing all the quests given by the quest master after paying 200k to become a Dragon Member. Afterwards, interact with the Dragonite in B1F and he should battle you. Defeat him and proceed inside the cave. Here, you will find Lance. After beating him, you should be able to unlock Cerulean Cave once again.
