You can obtain Aerodactyl as a third time boss reward from Brock in Kanto. This boss also gives Old Ambers. The requirements are 1 level 100 Pokemon and 150 hours playtime. You can find more information about his team in this boss guide. Another way to obtain Old Amber is by completing Excavations. The link to the relevant guide is here. The requirements only include 100k for a permit on Route 114 and Hoenn Championship. In the Historical Site, you can trade 400 artifacts with Gingery Jones for Old Amber. It can also be found in the rocks and shiny rock in all of the sites, however, fossils require membership in the Glacial Site.
