This is a bug that occurs because there are two moves that contain the same word (Toxic Spikes and Spikes) in the Move Relearner list. Toxic Spikes should be available. You will see Spikes in the list after teaching your Forretress Toxic Spikes. Again, I'm sorry about this inconvenience. Please let me know if this persists to be a problem. Have a great day.
