My Forretress can't learn the move Spikes. It should be in its move re-learn list but its not there. Please help!!!!!

Hey guys there is a bug in move re-learner of my Foreetress.! The pokedex in-game as well as bulbapedia both says that Forretress learns the move "Spikes" at lvl 28 in Gen 6 & 7 but as you can see in the screenshot below that the move is NOT in the move re-learn list at all, despite of the fact that I've not even learned it (as shown in the pic). Please Fix it!!!!!!!!

For Forretress, in place of spikes can we use toxic spikes, coz in that in way it will also dent the flying types???? Also I'm a comparatively newer player and was not around during the haloween event so is there a replacement of darkrai, plz do tell......!!!!!!

Guys see the below 2 pics, I'm unable to climb up the waterfall despite of having the HM Move Waterfall on my Clamperl, and it also has max happiness (255).

The quest to unlock Excavation Sites say to collect rock fragments from all six excavation sites, but this Wondrous Site has no breakable rocks near it. Where it the rock? From where are we suppose to collect the rock fragment from here? Please help!

My forum says that I don't have sufficient privileges so as to enable me to post on report center, therefore I say it here (apology). I've come across a player named (in-game) "x", recently, and he had a "Hippowdon" in his party. He has still not completed the Kanto elite 4 and only has 26hrs of gameplay and claims that he caught it from route 214, and he caught its pre-evolution(hippopotas). And, according to the "Reborn" bot on PRO's Discord server, Hippopotas can be caught on route 214 and desert lagoon and Hippowdon can be caught at route 228. both of them being in Sinnoh. So my question is, can we catch a hippopotas in Kanto, or not? Or this guy "x" use a bug to play the game?
