I find Latias pretty easy. For Latios it has been a very different story. For the ten spots where Latios can be I searched about 5 times each to check multiple times and I still cannot find it. Can someone please help me or tell me what to do?

I know you mentioned checking the tv, but I wanted to clarify this in case you only watched the news because you were having this problem. If this is not the problem, can you please take screenshots in the areas where Latios is supposed to be? This will help me determine whether there is a bug that is creating the issue.
