From a common pvp point of view, most pokes require 2 stats. YOu can train ev's at different places, but adding them to 2 specific places makes them more viable.

For ex: Starmie, needs spatk/speed evs. <-- for a Spatk sweep setting.

if you do it Speed/Spdef <--- Spdef tanker and can outspeed some fast pokes.

Def/hp <-- phy. tank, but gets rekt to faster elect/grass/other super-eff. moves..</r>

<t>Another great place for Speed and Special attack is the ice cave in between fucia and cinnabar. There are only zubat, golbat, psyduck, and golduck. There are seels but they aren't too much of a pest.</t>

I just find new areas. And with Excel, i found all area with only PKM for 1 or 2 different types of EVs. Areas where you can close yours eyes and just kill PKM <E>:y:</E> (Only Land and Surf area, not fishing)
