You can get there by going south of Trainer's Valley towards the Stop House and presenting the 3 elemental monkeys (Pansage, Pansear, and Panpour) to Apo in Trainer's Valley Cave. Below is a screenshot guide. [spoiler=Step 1: South of Trainer's Valley] [spoiler=Step 2: Continue South into the Cave.] [spoiler=Step 3: Head South until Apo and turn in your 3 monkeys.] Hope this has clarified everything for you.
