why i cant enter ss anne

Hi there. Please make sure you get the SS Anne Ticket from Bill's House which is on Route 25. It'll be North of Cerulean. After crossing Nugget Bridge, go East. Once you're at Bill's house, he'll ask you to find his book. It'll be under his pillow and he'll reward you with the ticket so you can get on the SS Anne.
