Unfortunately, the database shows no signs that you ever did the quest. In order to restore the Subway for you, we would need there to be some kind of evidence that it was completed in the first place. I'm sorry to say that you will need to do the quest again. There are some updated guides that may be useful to you. The guide for the Subway is here. There is also a very useful guide covering ways to make money in game here.
