Hi there. It seems as if you lack the seen data for Raikou and Suicine. They can be found in the following locations. If you need further help with the Dogs Quest, feel free to check out our Legendary Megathread. You should also get the Caught data for Skiploom. Followed by Ho-Oh's seen data which you can get in the Bell Tower's rooftop, just to make sure. Talk to Scientist Rey to start the quest.
