First, I'd like to apologize for this. I'm sorry about this frustrating inconvenience. It is sometimes necessary to perform the kicking procedure multiple times. Please try both of the following methods more than once. Also, restart your client before trying again.

  1. Demote the Officer, to Initiate
  2. Kick him from the guild
  3. Invite him back
  4. Promote him to Officer

If the above steps do not work after several attempts, you can try these steps:

  1. Pass the leadership to someone else
  2. Get kicked
  3. Then reinvited and given leadership back
  4. Promote to Officer

He should be able to invite players after several attempts that include closing and opening the client. Once again, I'm sorry about this inconvenience. Please let me know if this issue persists after restarting your client and trying both methods several times. I hope you have a great day.

Unfortunately, there has not been a permanent fix for this issue yet. The given methods above may not work immediately even after a few times. Please completely close and restart the client once you try again. Also, have the officer relaunch the client as well.

You can have the officer try relogging immediately after completing one of the methods in my initial response. Once logged in again, have the officer invite a player to the guild.

Sorry for the delay. the problems have been solved with time, but I suggest to solve this bug if it is possible, because I happened to have to promote a member to officer, and I could not, he told me that I could not. so it's a bug that can give problems to a guild. Thanks for the help ^^
