Hi there. Sorry for the inconvenience. The Smeargle Tutor was actually replaced with the Trick Tutor. This was done because Sketch was actually coded into PRO, which means you won't need a tutor to teach your Smeargle the moves you want. You'll simply have to level up your Smeargle Sketch. It gets Sketch ever 10 levels as shown in your in-game Pokedex as shown below. I believe the most efficient way to teach your Smeargle moves is by going into unranked battles with a friend and asking him to use your desired moves so you can copy them.
