You can find the Marine Cave/Terra Cave by going down to Cave of Origins B3F, which is North of Sootopolis City. At this floor, you'll be brought into a split in the path. North with the Blue crystals leads to the Marine Cave, while South with the Red crystals leads to the Terra Cave. The requirements to talk to enter the cave are the following: -Only level 100s -Hoenn Champion -50 Hoen Hours Hope this clarifies things for you.
