I just wanted to know whether legendaries or pseudo legendaries are catchable for normal players or is it only for staffs in PRO. I asked many times in chat but noone answered.

And are there berries for resetting EVs in the game??

For legendaries and pseudo-legendaries look around the forums a little bit; there are few topics/discussions about them.

As Xhaj pointed please search similar topics before posting and to answer your question some legendaries with base stat are catchable but it's difficult to even encounter them and as for pseudo-legendaries they are catchable, ev reduction berries will be available.
