Happiness doesn't matter. In order to use Waterfall out of battle, you'll need the 8th Hoenn badge and actually got the HM for yourself. Please do note that not all Waterfalls are climbable. Furthermore, I've gone over and checked your account on the database and it seems as if you don't have the HM nor the 8th badge.
