Hi there. Sorry for the inconvenience. The other Psyduck can be found in different locations at random, and you'll need to find two of them. The first one is the one at Route 25. You can refer to our Psyduck Hat Guide for the other locations and further information on the quest. Afterwards, go back to the Psyduck on Route 25 and he should offer you the Hat and battle you.

Hi there. Sorry for the inconvenience. It seems as if you got the Psyduck that happens to be in Vermilion City. Since the city is currently Halloween Themed, the Psyduck can't been seen there. With that, you'll unfortunately have to wait until the maps are reverted back to normal before you can continue with the quest.
