your still doing the pinkan island quest, you must complete it first for you pokeballs to be returned.

So that you may return your pokeballs you must finish the quest and submit a lvl 90 electabuzz and a lvl 90 scyther.

We would like to inform you that, as stated in the PINKAN ISLAND WALKTHROUGH:

When you're at pinkan island, all your pokeballs will be locked away until you finish the whole pinkan quest.

This is to reward those who actually did the quest with the chance to catch pink pokes.

If you haven't done the quest, you won't be able to do so.
