I'm sorry for the inconvenience experienced.

I would like to inform you that you are able to purchase Rock Smash in Oreburgh City House 2 for 5,000 pokedollars.

After purchasing that, teach it to your Pokémon and you will be able to smash the rock by interacting with it.

Once you will reach Veilstone, you will be also able to buy one in Veilstone Dept. Store for 3,500 pokedollars.
