I'm sorry for the inconvenience.

Is it possible that you were trying to trade your Kanto Pokémon to someone that was doing Johto's story?

If yes, when you are playing a region for the first time, you won't be able to use/obtain in any way a Pokémon native of another region.

That means that if the said user was in the middle of Johto's story, he could have obtained only Pokémon from Johto, but not the ones from other regions like Kanto.
