I would like to inform you that in order to be able to use the Pokestops of Johto you need to have all of 8th badges of Johto. As you can see from your trainer card, you miss the 8th badge (Blackthorn City's one) and therefore you do not meet the requirements yet. If you are interested, you can find a guide on how to complete Johto here: COMPLETE JOHTO WALKTHROUGH.
