Could you please confirm me that you're in the Route 2 Stop 3 and also attach a screenshot of the location?

 

In case you're sure to be in the correct place, in the stophouse 3 of route 2, but he isn't there yet, could you please try the following:

1. Delete all the PRO Files that you have (.zip and remaining files too). Then download CCLEANER and run it to make sure to delete anything else.
   
2. Restart your computer/device
   
3. Download again the game from HERE
