The mini boss Mewtwo in cerulean cave does not have a cool down and can be battled multiple times in a day

I noticed it after i beat naero and while going i beat him and when i returned with my sync and was going to leave again, mewtwo was still there.

I tried to see if Ho-oh was bugged but it did not appear again.
