Celebi Quest Bug

I finally had got the requirements to start the celebi quest(thats what i thought) and i played it normally and caught celebi.

Though the next day i was checking my pokedex to make a list of all the evolutions i need and i found that i actually didnt complete the johto pokedex and accidentally missed one pokemon(Quilfish)

But i was still able to do the quest. I didnt intentionally do it, it just happened that i got teleported when interacting with the shrine.
