Alright, I tried it with a random forretress and I was unable to relearn spikes as well. In fact i can relearn all moves but spikes. As I've never heard about this issue I can't really help you.

 

I'm gonna try It without evolving pineco.

 

Edit: I tried it with pineco without evolving it and he is able to relearn spikes. I can't explain why forretress can't relearn it though, the evolution may be the source of the problem.

Ok thx. Pineco and forretress can relearn spikes, I dont know what is happen.

Help me pls or my level 100 great forretress will be useless.

Try to learn a move to it and than relearn this move for spikes at the move buffet/relearner
