So I wanted to get my legendary dogs bell, But The npc, Rey doesn't give it to me

He says he's still researching and that i need to look in the building if I want to.

 

I got the dogs data in dex, Ho-oh and lugia

 

Already tried to save it with oaks pc -->that said i had to talk to Rey, But it doesn't work :/

I'm sorry for the inconvenience.

Unfortunately our tools are temporarily down and therefore i cannot personally check if you have did that, however could you please tell me if you have made flee the Legendary Dogs from the Bell Tower?

You have to go in the Bell Tower, go up of some Floor and then meet the Legendary Dogs that you will have to make flee.

In the image below is the image of how you can recognize them in the bell tower:

After you have made them flee, you have to obtain their seen data in each of their locations:

• Entei: Johto Safari Mountain Zone (You'll need Rock Smash to get to him)
  
   
   
  
• Suicune: Tohjo Falls (You'll need Waterfall to get to him)
  
   
   
  
• Raikou: Mt. Silver 3F
  
   
  

 

After that, if you have the 450 hours of playtime, you should be able to obtain the bell you most prefer.

 

With that said, could you please try that and let me know if you are able to solve your issue?
