Through googling I knew there is one place I can buy the super rod, but the NPC who sells me the super rod is not the scientist-like NPC in the video I've googled but the boy.

The boy said he's gonna sell me the super rod paying $75000, but he said I can not buy it since I am not a PRO member.

Is PRO member means the membership? Does it mean I should require a PRO membership thus I can buy the super rod?

you can buy it for 75k in olivine. no PRO membership needed. talk to every npc.

If you meant the one in Route 12, that one is lying, he is selling clothing, not Super Rod.

 

PRO Membership is not needed to buy the Super Rod in Olivine. However, you do need to have the Old Rod and Good Rod, and maybe you also need to have used the inferior rod at least once (since iirc that's a requirement for Good Rod, besides the 15k cost)
