I would like to inform you that you should not be able to fight the gym and the burnt tower before doing the Kimono House, so there might be some issue that made you skip that. To check that, could you please try to proceed with the story heading to route 38 and proceeding until you rech Olivine City? Looking forward to your reply, have a wonderful day!
