As stated above, 1/550 doesn't mean that you are guaranteed to obtain a event Pokémon every 550 encounters but it means instead that every encounter youhave 1/550 chances to find a themed pokemon. Do note that the % is always 1/550 at any encounter and it never change. I can assure you that there is not any bug that prevent you to find the event pokemon and that is just based on luck and rng.
