I beat victor on route 19 and went to the safari zone after he told me where the Hm is and when i try to open the pokeball to get Surf it says i need permission to open it. i have talked to him again and he just asks me if i got the hm please help.

Hi, I accidentally made a second post describing this issue, so feel free to delete it and such. I'm just here to report that I'm also experiencing this problem. I only entered the Safari Zone once, so I'm not too concerned over compensation.
