Inconsistent? + a Bit Too Far...

I leveled my Eevee out to 17 - so it would acquire Bite and Swift - and then evolved it into Vaporeon...And it actually acquired Water Pulse too! That really surprised me, but pleasantly.

Next was the unpleasant surprise. I leveled my Gloom to 24 so that it would learn Lucky Chant, then applied a Sun Stone...my new Bellossom did not learn Magical Leaf!

Why the difference?!? One must have been a glitch, non? Which one?

Also, my lvl 49 Weepinbell has not yet learned Slam or Wring Out*, which it reportedly should learn at 41 and 47^, respectively. Also, - totally my fault - it has missed out on Leaf Blade and Leaf Storm, both reportedly attributed to Victreebel at lvl 47. Because of the inconsistency mentioned above, I am now uncertain whether I should have evolved it at 46 and leveled it once for both Leaves, or could have safely done it at lvl 47 in order to have acquired Wring Out, as well. Theoretically, now, as it is too late for this Weepinbell.

*I checked with the Move Relearner...

^according to the PROwiki...

Actually, I noticed the Deleveling Service thread the PRO Staff have provided. I understand it is for backing off the lvl 100s in order to evolve them via lvling, but it seems to me the principle of the service could be applied to any Pkmn one levels too high, thereby missing a(ny) window of opportunity. Frankly, I am severely tempted to apply for deleveling for my Weepinbell, but without the answer to the apparent inconsistency, I don't know whether to ask for lvl 46 or 47...

Any helpful hints?

well the official wiki has many mistakes and not updated

you evo your Vaporeon at 17lv

Vaporeon learns Water Pulse at 17lv

it's because the level, not because you evo it

that's why it learns Water Pulse when you gave it the water stone

https://bulbapedia.bulbagarden.net/wiki/Vaporeon_(Pokémon)#By_leveling_up_2

same reason for Bellossom

Bellossom learns Magical Leaf at 1lv

you can relearn it from the move relearner NPC in cerulean or saffron

https://bulbapedia.bulbagarden.net/wiki/Bellossom_(Pokémon)#By_leveling_up

Weepinbell learns Slam and Wring Out at 54lv and 58lv

https://bulbapedia.bulbagarden.net/wiki/Weepinbell_(Pokémon)#By_leveling_up_2

by the way, both moves are not very useful in battle

and there is a Pre-evo move relearner NPC in daycare center which needed to beat the boss in cerulean cave in order to unlock

Okay! I did notice that Magical Leaf is in my Bellossom's relearn poo!

I am simply making a point of my Pkmn learning most/every move before I evolve them, in case I end up Trading any of them. But does a Move go into the relearn pool regardless of whether is is learned when the opportunity presents itself?

Oh, really? That is handy. I did notice that Swift was not in my Vaporeon's relearn pool...

Thank You both!

a move goes into the relearn pool regardless it is learned before or not

Swift is not in Vaporeon's move list via level up

it's in eevee's move list

https://bulbapedia.bulbagarden.net/wiki/Eevee_(Pok%C3%A9mon)#By_leveling_up_2

therefore be carefully when evolving a pokemon

and there is a Pre-evo move relearner NPC in daycare center which needed to beat the boss in cerulean cave in order to unlock

for example, if you want to relearn Flare Blitz for Arcanine

by the way, Swift is not useful to Vaporeon

it only need scald / ice beam / wish / protect something like that
