As i could see using our tools, you didnt provide to the doctor the material he needs to make the potion the material he needs is a Pecha Berry. If you dont have one you can check in the paper bin of the kitchen you can get one there. After this blissey will appear in the ballroom.

That NPC is not the doctor, you can find the doctor in the Kitchen, after talk with him he will ask you for the pecha berry, and blissey will appear in the ballroom.

sorry but I talked to the doctor in the kitchen (he gives me nothing, I already have 3, normal) pokémon not present. I spoke to the guard and then to the doctor with cadabra, pokémon not present. Would it be possible to remove the guard and give me the potion to close this bug?
