Am I missing something? Full happiness at 255. Leveled her up to Level 36, and still no evolution. The little thing that shows the time of day was a big old sun at the time, too! Time said 5:00. Do I need to wait until later in the day?

There is a known bug with pokemon evolving with happiness. Currently, the only way around it is to lower it's happiness then raise it again. A simple way to do this is allow Budew to faint in a battle then win another battle to raise it's happiness. Unfortunately there is no ETA (estimated time of arrival) for this fix, but I do apologize for it's inconvenience it causes you.
