I would like to apologize for the inconvenience.

Acaiberry informed me about your issue and therefore i went to test it personally in order to make sure that there was not any bug.

 

In order to Sketch Baton Pass with Smeargle, there is a really easy and fast procedure that you can follow:

• Make sure that your Smeargle has the move False Swipe
  
• Go in Route 33
  
• Encounter a Aipom
  
• Use false swipe to leave it with 1 hp
  
• Wait Aipom to use Baton Pass (if he doesn't use it in the first turn, just keep using false swipe until he uses it)
  
• Once Aipom uses Baton Pass, use the move Sketch.
