i have a togepi it was 97 and happiness 223

i used rare candy to get the proc to evolve it did not.

then i got suggested to restart in client and use candy again. really didnot work .here is proof . i lvled after checking happiness

Hi SweetArya, with happiness evolutions the pokemon's happiness needs to be maximum (255), once it is at that happiness level it will evolve by you winning a battle the pokemon has participated in and not by level up.

 

Good luck with finishing off building the happiness and evolving it.
