I would like inform you the Team Rocket in Celadon city are bosses. Those bosses have a requirement to fight them, those requirements are: 6 Pokemons in your party Level 100 Bring in your party a Pikachu level 100 With those requirements the only thing you would need is talk to them and you will fight them.
