Thanks Hi Weaponsx, did you get the option to evolve but chose not to until a higher level? With happiness evos it will only come up once and if you select no it will not come up again. What you need to do is lower Riolu's happiness (have it knocked out) and then get the happiness back. Also as it needs happiness to evolve you only need to win a battle with it once at max happiness for the evolve window to pop up.
