I'm sorry that it takes so long to encounter a Pokemon sometimes, but this mechanic was not changed. After testing this, I found that about 2 minutes of fishing and running lead to encountering 8 Pokemon.

 

The amount of tries it takes to encounter a Pokemon is based on luck, so there will be ups and downs. The rate of speed that you can cast the rod in PRO along with the spaced encounters resembles the average time to get an encounter in the main series games.
