How am I supposed to farm exp in Kanto?

Hello!

I'm currently right before the Kanto elite 4, and I'm trying to level up some strong pokemon.

I'm aware of the false swipe method, and I've gotten my false swiper to a high level, but I'm having some trouble.

 

I can't farm with pokemon that do not have priority moves. I will leave the wild pokemon at 1 hp, let my swiper die, bring out the pokemon I want to exp, but it will get one shot by the wild Pokemon because it is so slow and will attack second.

 

Are there any priority move tutors in Kanto? I can not use daycare or enter cerulean cave yet.

 

Is there an alternative way to farm exp?
