I'm sorry for the inconvenience.

 

As Norex mentioned above, you have to submit at least 0.5% of the total IVs given to get a ticket.

For the last world quest in silver, the total IVs were 92061 and you had to submite tynamo.

The 0.5% of the total IVs given is 460.305, which means you have to submit at least 461 IVs in total to receive a ticket.

Note that you have to collect the ticket from the mysterious cultist by talking to the NPC again after the world quest has ended.
