The Pikachu Pokémon owner Hikou (ID: 22088319) already has the Move Surf, but when he give it back to me the Move Surf was gone. We tried a second time but he just can put it again after 13 days. I would like to solve this problem and give back the Surf to the Pokémon (I already paid for this).

If you're looking to teach your pikachu the move surf, there's a move tutor that goes by the name Viktor on route 19's shore, just south of Fuchsia city. Keep in mind that the pikachu you want to teach surf has to be your own OT, and can't be any others.

Also, lended pokemon will keep their old moves even after you've taught them new moves after the time for lending expires.

Basically, they retain their stats, moves, and levels when coming back to the original owner after a lend.

I'm sorry for the inconvenience.

Unfortunately, since it's your friend who changed the moveset, it would be hard for us to help you on this case, as it would be unfair for all other players who experienced similar problems.

 

As Raika explained above, if the pikachu has your ot, you'll be able to teach surf again to your pikachu via a tutor named Victor located at Route 19.

He will charge you 8k exchange of teaching the move.

 

Note that when use lending system, you are able to receive back the pokemon in it's original form (moveset, evs and level all set to the point when you lend the pokemon), so try using the system next time if your friend asks you to borrow a pokemon.
