To check the happiness of your Riolu, you can type "/happy 1-6", depending on what position your riolu is in your party. Following the screenshot above, it should be /happy 1.

Make sure your riolu's happiness is 255 (which is the max). Only then you can level him up and he will evolve only during the day, which should be 10-20 poketime.
