As you can see in the dialogue of the NPC it ways you can go back to hoenn through the boat of Vermilion City.

You have to go back to Vermilion City, go to the Dock and talk with the sailor next to the boat, this one will ask you where you want go to Olivine City or Lilycove City it will cost a price of 5.000 pokedollars
